In a municipality, a property that has been left vacant and without an owner can be a source of nuisance for neighbours and, above all, pose a safety risk due to its dilapidated or even ruined state.
The law of 13 August 2004, article 713 of the Civil Code, transfers the responsibility for finding the owners of vacant and unowned properties to the municipalities in which they are located.
As part of the procedure, a preliminary enquiry must be carried out in order to identify the owner or heirs, so that the property can be incorporated into the municipal domain.
